To make anything for The Sims, you need practice, patience, desire, and usually a good graphics program. Certain projects require certain programs, like making walls and floors requires HomeCrafter from the official The Sims site. Some programs are necessary, others are just handy to have; nearly every tutorial will have names and links of the programs you'll need.
When first starting to make any sort of custom content, keep telling yourself that you're just beginning. You won't be very good at it until you've done it a while; over time you'll gain both knowledge and experience, so that even if you're artistically-challenged, you'll still know a lot more about what you're doing. Take your time! And have fun :)
